Sunnyfield Parade Proposal - Phase 2

New Restaurant and Library

This consultation offers you the opportunity to let us know your views and thoughts as we continue our talks with the local council. What you have to say is important to us and may help shape the future of the area you live in. We appreciate there will be a disruption to library services whilst works are underway but we are confident we can provide a new, purpose-built space for an improved Library as well as a new restaurant.

Where will it be built?

The proposed development will be an addition to the recently completed Sunnyfield parade development, which houses OneStop, Greggs, Sun Centre & Manjaros (Sunnyfield Ormesby TS7 9BL). The new building will be built in place of the Ormesby Library building. The site plan shows the proposed development and the current library building (in blue).

Our Approach

We recognise our responsibility to provide the option for a continued library service in this area. This is why part of our proposal reserves space for a new library.

Being a local developer we are passionate about our community. We hope to provide sympathetically-finished, modern developments which will become assets to the community for generations to come.

How will the community benefit?

We have had discussions with prospective tenants including a dentist, veterinary practice and restaurateur, who have all expressed their desire to operate in this location. Our preferred option, a national restaurant operator, has informed us that up to 30 local jobs could be created.

Although parking is adequate for the current occupiers of Sunnyfield parade, the additon of 18 extra car parking bays would not only help with traffic flow but also allow us to provide parking for the newly-built library, which currently has no parking facilites.

As well as providing a new, modern library and restaurant the development will give a sympathetic and architecturally-finished aesthetic to the site as a whole. The layout of the current building occupying the site is inefficient and underutilised. A clean, modern redevelopment would help elevate the area.

Your Questions Answered

Why this location?

We have had an independent assessment completed, which shows that this location would be suitable for a mixed-use retail development. We have also had a great deal of interest in this location from national operators.

Not only is the current Ormesby Library building underutilised for its size, but it is also inefficiently located on its site. A more efficient scheme could continue providing the same service for the community as well as offering additional local jobs and amenities.

Do we need this?

According the Office of National Statistics, unemployment rates in Redcar and Cleveland are the highest in the North East as a whole. With the possibility of up to an additional 30 local jobs for the area, this scheme needs careful consideration.

What about the increased traffic?

Throughout all of our development projects we have worked closely with the Highways department. We have made considerations within our proposal for the increased traffic. However, we will continue to work with highways throughout the planning process to ensure adequate provisions are made.

What does this mean for the local economy?

Private community investment is rare for established areas. We have shown we are willing to invest and improve the area with the completion of phase 1 Sunnyfield Parade.

The new development will also generate additional business rates for the local council, which will be spent on local resources such as schools, highways, policing and much more.

The additon of up to 30 jobs locally is also a big plus for the local economy.

Will we still have a library?

We have made provisions within the development to allow for a new purpose-built Library/community hub space. 

What happens next?

We continue to work closely with Redcar and cleveland council to refine this proposal. Once a final proposal is agreed we can move forward with a planning application.

Why now?

We originally approached the council about the scheme (phase 1&2) in 2018. Redcar and Cleveland council were in favour of the scheme, which included a new library. However, the Ormesby ward councillors were concerned about the length of closure of Ormesby Library during the development works, because of this they were not willing to support phase 2. Instead, they managed to secure funds from Redcar & Cleveland council for a mini-refurbishment after a few failed grant applications to the central government. Kelt Properties agreed to allow parking for library patrons rent-free.

 

The refurbishment created an event space which, when in use, fills the Sunnyfield parade car park for 2-3 hours at a time. Unfortunately, this has created a conflict with the new tenants who were attracted to the site because of the car parking facilities and who pay rent for the use of it. In order to secure these leases, we have had to agree to reserve the spaces for the tenants of Sunnyfield Parade only.

 

For this reason, we think it’s the right time to revisit the original proposal in full. This new proposal resolves the parking issue and allows the library service to continue in a new, improved building.
